Reading apEX's configuration
Seven hundred and sixty-four eDPI (400 DPI at 1.91 in-game) is a classic French Counter-Strike sensitivity profile. It sits comfortably between the extreme arm stability of NiKo (560 eDPI) and the ultra-fast wrist aiming of AWPers.
As the in-game leader of Team Vitality, apEX divides his mental bandwidth between calling macroscopic rotations and winning opening aim duels. A predictable, medium sensitivity guarantees that his crosshair remains locked at head height even amidst tournament pressure and intense team communication.
He plays with an unreleased custom grey ZOWIE EC2-series wireless mouse, paired with an Xtrfy GPZ1 mousepad, ASUS ROG Falchion Ace HFX keyboard, and ASUS ROG Delta II headset.

Before you copy it
An eDPI on its own tells you almost nothing
A professional's sensitivity was chosen alongside a specific mousepad, a specific desk depth and a specific grip. Lift the number out of that context and you get someone else's compromise.
Use it as a starting point instead. Set 400 DPI, set the in-game figure to reach 764 eDPI, then play a few hours and check one thing: does a 180 degree turn fit on your pad without lifting? If it does not, the number is wrong for your desk, whatever it does for apEX.
Compare
